The first reaction here tà Mr. Sumner Welles announcement about closing German consulates and other organizations is that it is a big step towards breaking off diplomatic relations, It is even being wondered whether Germany will reply by withdrawing her diplomats and asking for the departure of all American officials from Germany.
Past experience has shown, however. hat in replying to American actions, for example the institution of the Atlantic patrol, Germany will accept such blows to her prestige without retaliation. Even so the United States order will be a hard blow to the German cause here.
