In consequence of the recent collision between the French troops and the Chinese at Kuangchouwan, a large force numbering some 2,000 men has been dispatched from Canton, presumably to keep order on the frontier. The notorious Black Flag chief, Liu Jung-fu, is in command of one wing of this force, and ithe had his way I fancy be would prefer acting against the French to isting to preserve order. That has certainly never been hismétier, and the Chinese Government ought to know it pretty well.
