A Peking dispatch states that the report some time ago that the Board of War is to be amalgamated with the Army Reorganisation Department is now confirmed, and that the scheme has received the consent of the Empress Dowager and Emperor. It follows therefore that an Imperial decree may be expected to be issued on the subject in a few days.

New Treaty Port of Huichoufu.
The "Sinwénpao" states that Viesroy Ten Ch'an-listen, of the Two Kuang provinces, has received instructions from the Throne to arrange without delay the opening of the port of Huichonfu (Cantonese: Waichow) on the Kuangtung coast, to international commerce. It is also stated that the above step was taken at the instance of the British Minister at Peking who protested against the delay in opening that new treaty port.
