In pursuance of this line of action Mr. Hay addressed a note to our Ambassadors Europe and our Minister in Japan in which he set forth that the United States regarded it as inadvisable that any separate treaty should be concluded between China and one. of the Powers so long as the general negotiations now being carried on in Peking wore in progress.
Particular care was taken that the American Ambasswdor at St. Petersburg his copy directly to the ster of Foreign Affairs and simultaneously Secretary Hay delivered a copy to the Russian Ambassador at Washington.
The specific Manchurian treaty was not mentioned, nor did it need to be. After this, dispatch had been transmitted the State Department, it is understood, used all its influence upon the British, German, and Japaneve governments to induce these Powers to address remonstrances to Russia and to urge China to stand firm.
