As T wired already, another joint conference of the five Elder Statesmen and four Cabinet Ministers took place ye day afternoon in the Premier's official residence. Ihe meeting wns held to consider a fresh means fur the consummation of the original programme formulated in the conference before the Throne on the 23rd Tune last. Secund and thied conferences took place on the 13h and 24th October last respectively. In the third conference Japan's final overtures were drawn up and presented to Baron Rosen, Russian Plenipotentiary on the 30ch October.
