I have good reas.n to believe that the joint gathering yesterday of the veterans und Cubinet discussed strong represen' tions to be presentd "gain to Russi. They are determined to stick to the forward policy and not to budge even an inch from their original programme. Certain minor papers allege that the Government has decided to send at once x force to Corea, but there is no immediate intention of dispatching the much-talked-of ullimatuw. Meanwhile, it is hardly necessary to remark that the Tokio Government is fully prepared to meet every emergency.
