DELAYED MAILS

To the Editor of the "Nonra-Cmya Dany News." complaints have been made lately about the late arrivals of the European mails in outports. This scene, which I witnessed on the Bund at about 12.30 to-day, may possibly explain how auch delays are caused sometimes.

The large yellow mail-cart of the German Post Office piled up with mail bags—probably received by to-day's French mail and en route for the river and/or northern steamers moored at the French Bund—was stopped near the Shanghai Club by a Sikh policeman, presumably in order not to interfere with the many carriages and rieshas waiting outside the club, The passage in front of the club wa however, perfectly clear and free at the time. Even if this had not been the case. Tam convinced that all members of the Shanghai Club would quite willingly have stopped their carriages or ricshas for " moment in order to let the mail-cart Pass.

When I returned from the club after some time the mail cart was still being detained opposite Canton Road. The number of the Sikh policeman, who so effectively stopped the passing of the mails, was "81." Would it not be advisable to place a European constable in front of the club to regulate the traffic between 12 and 1 o'clock Trusting that—in the interest of the public—yon will kindly publish these ies in your valued paper.'and enclosing my eard, Tam, ete., 19th November.
