Abolition Capitulations

I am inclined to point out to Turkish Government that so long as they maintain neutrality, what we have said to them already holds good, and that we shall be prepared to consider reasonable concessions about Capitulations; but they must not expect concessions" from us while their present irregular conduct in the matter of the German officers and crewe continues. Perhaps we might aleo say that if they break the peace we can. not be responsible for the consequences that we hope they will keep the peace, but whether they do so or not is' their own afl Yet Turkish provocations increased. The Turkish authorities proposed to seal up the wireless appattus of a British man-of-war in the Shatt-: l-Arab. On September 25 the Ambassador telegraphed The position of the Grand Vizier in difficult and, to maintain any kind of control, he in obliged to shut yea to much that. is going on, 1 am still strongly of opinion that, unless some act of gross antagonism takes place, we should maintain policy of reserve' and abstain from making categorical demon; with which his Highness is not yet. to reply, continuing to devote all our efforts towards preventing Turkey from taking active part in hosti which German and especially A Ambas sador are urging. Main fact of the situation is that, in spite of great pres sure, Grand Vizier has kept the peace, and that his party is gaining ground.

The remainder of the White Paper deals mainly with the entrance of the Breslau and other vessels into the Black Sea, with reports upon the activity of German agents in Syria and Egypt, and with the activity of Germ officers in various parts of Asia Minor. The climax of the situation was reached by the invasion of votian territory by armed Bedouins and by the bombardment of Odessa and Theodosia by—the Turco-German Fleet, After these acts of war the Ambassador no longer professed confidence in the sincerity of the Grand Vizier, or in the probable victory of the peace
