The Duma has debated the Bill introduced -by M. Iswolski, Minister of Foreign Affairs, for the conversion of the Russian Legation in Tokio into an Embassy.
M. Iswolski said that the difficulty of the negotiations in connexion with the Commercial, Fisheries and Railway Conventions with Japan had showed that lasting peace and the protection of Russian interests could only be assured by recasting Rassia's relations with Japan. He contended that there was nothing in the result of the war to prevent Russia, who required peace, from honourably holding out her hand to her former opponents.
M. Iswolski said that he was convinced that Japan desired a sincere understanding with Russia.
