Constable Branly is dismissed the Force for gross misconduct with effect from yesterday's date.

The engagement of J.C. E. Rye as Probationary Constable is authorized.

Indian Branck.—The appointment of Jemadar Narang Singh is confirmed as from August 1.

A letter from H.M. Consul-General is read in reference to the case of Labh Singh who was discharged from the Force in May 1907 after less than two months service. As requested this man's passage to India has been authorized, although from evidence furnished he had by misconduct forfeit ed all claim to consideration, The Watch Committee undertakes to give the question of dismissals from the Force, both Foreign and Indian, farther attention, since in all cases re-employment in the Settlement is a matter of difficulty and dismissed men not infrequently become destitute and a menace to good order. It appears to the members that the provisions of King's Regulation No. 1 of 1906 if brought into operation may afford some solution of the point in question, The results of the Annual Mosketry Course, held on June 2, 4,5 and 6, sre submitted, and rewards from the Recreation Fund approved for issue as follows $10 to the best shot in the Branch LP.C. 335, Santa Singh, $5 to the best shot at each target.

$1 to each man in the best volley aquad, Chinese Branch.—With reference to the return of this branch of August 4 it is estimated that it will take three months to recruit the remaining 122 men, and that consequently, in view of ti training, it will be about seven months, or March 1, 1909, before the cumbers at all stations are up to Inspectors' requirements. Owing to there being some forty odd men now in the Force who have been recommended for dismissal as inefficient as soon as they can be replaced, it will probably be the end of April before the personnel of the Chinese Branch will be on a satisfactory footing, Author. Escape of Convicte—Police reports on the escape of four convicts on August 7 are submitted. Therefrom it appears that the men in question were working in the newly so quired Gaol Extension Yard, chained in pairs and, because the wall is yet incomplete, under the same discipline as is observed for all work outside the building itself, The statement of the re-captored man bears evidence of the absence of preconcerted action, and. assigning the responsibility for the incident the cil records the view that it was wholly due to negligence on the part of the injured Indian Warder, whose conduct while in charge these men was contrary to standing instructions.
