The Disarming of the Mandjour.

A couple of large cargo boats were alongside the Russian cruiser Mandjour on Saturday and yesterday engaged in unloading that warship of her breechblocks, rifles, ammunition, torpedoes and others munitions of war, as well as certain portions of her steering-gear. Thus ends a disagreeable business. It is understood that as soon as the completion of the Mandjour's disarmament is reported by the Commissioner of Customs, the Japanese cruiser Akitsushima will leave Viceroy Chang Chih-tung, according to a Tientsin telegraphic dispatch, arrived at that port yesterday from his native city of Nanp'ihsien,, which also belongs to Tientsin prefecture... It is yet uncertain whether His Excellency will come south by steamer or travel by the Lu-han railway to Hankow. It is reported that the line, with its present limited means, is just now fully occupied with transporting troops and warlike materials from the Yi provinces destined for! North Tungehou and Shanhaikuan.

The New Mixed Court Magistrate, Mr. Huang, who is a sub-prefect in rank, will take over his seals of office from the Acting Magistrate, Mr. Kuan Chun, on Friday morning next. Mr. Kuan Chun, on the other hand, will then take up the duties of Official Translator and Inter-prefer to Yuan Taotai of this port, a post for which he is well-fitted.

High-handed Acts at Moukden.
