Even those readers of the Noroe Vremya" who are most convinced of the troth of the adage that "history repeats itself" could not help feeling astonished when they read in th paper on November 19 a long mail account of the latest naval mutiny at Vladivostok which tallied word for word with the description of the second last mutiny in the same fortress which appeared in the Novoe Vremya" about year ago. On November 20 the Rus-ian journal explained that, owing to a mistake, it had reprinted the former article. The sub-editor (who has now plenty of spare time) is anxiously looking for the man from Vladivostok who sold him that excellent " co} on the night of November 18.—Qur St. Petersburg Correspondent.
