(1) Decree stating that Hu P'ngchih (ex-Governor of Shansi), during his tenure of office, did. neglect the performance of his. duties,: thereby failing in the confidence reposed in him by the Throne. Although the said Hu Pring-chih is now on the retired list, this does not absolve hu from blame and he is, therefore, hereby dismissed for ever from the Public Service. Chia Chin-chen and Lin Ao who acted as subordinates to Hu P'ing-chih are also dismissed for ever from the Public Service.
(2) Decree, response to memorial from Jui Liang, Governor of Kiangsi, granting reduction of taxes to districts in the two prefectures of Nanchang (capital of Kiangsi) and Kiukiang owing to the failure of the crops caused by heavy rains during the last spring and summer.
