Is is stated in Berlin that the German Minister to China had an andience of the Empress Dowager on the 24th inst., at which he informed Her Majesty that the Kaiser has proposed that the Powers shall forthwith withdraw. their.garrisons from Pechili.
The "Standard" says that this Proposal refers only to the railway garrisons, and does not affect the Legation guards,—Ezolusive service, London vid Bombay, 1st November.
It is announced from Berlin that Jupan hes replied to Germany, agreeing to the withdrawal of the troops from Pechili except the Legation guards.—Reuter,
