Viceroy Tsen and the Local Government

Since H. E. Chen Fu, the last roy, left, the power has locally been in the hands of Yue, the Pro ini Treasurer. There seems to be w cond deal of restlessness and some irritate at the non-arrival of the appointed Viceruy. There are many matters which need attention, and these cannot be effectively dealt with by an Acting Viceroy.

Meanwhile Yue, though he is con trolled by telegrams from Shafighai, which are sent by Viceroy Tseu, ix very busy, and ix trying to move matters along a little. He has sent out some he has told them to get on whi work, and to see that matters are not docketed and barked. It appears that there is a tendency on the part of some of these officials to put eases on one side, when they do not like to handle them, and so to let them wait till the next mandarin comes to take charge, and in this way there is an accumulation of casex to be attended to, and, at the same time, many men languish in prison, who ought to be cither punished or set at liberty. He hus also advised all the clerks to see that when a case is settled, 1" notice is at once published at the doors of the respective yamens, so that those who are interested can come and read the decisions, and thus they need neither! wait for the information, nor pay money] to underlings in order to obtain it. New people speak well of the acting Viceroy, and he will ingratiate himself into the affections of the people, who, for wha had the work in hand has come to grief and the official who had sp charge thereof fell with tractor' name was Chan, It is stated that for some reason he departed frot ions of the. and officials came down upon him and con fi seated all hix shops and all his private What has teen sold will not by any means pay his li. and then there is the delay of the auses great grumbling, because the work ix not being pushed forward towards completion. Were it finished it would be 'a great boon to all concerned. Already the parts which are finished are filled with travellers, who mine use of it and on have been built wharves for the use of the boatmen, who ply upon the riser, and for Innding stages for the bigger passage boats.
