In consequence of the nnusual_number of expectant Taotais, Prefects, sub-Prefects, Magistrates and other less important officials, and the these expectant officials, H. E. Vi Tuan Fang hax memorialized the Throne requesting that the Lipa (Ministry of Civil) Appointments) be instructed not to send any more expectant officials to Nanking with the exception of those for Soochow, where! the matter ix under control of the Governor Cheng Ku ssu, for a period will then proceed to examin the different grades of officials so that those who are ignorant and incapable may be sent back to their respective homes, It is said there are about 500 expectant Taotais in Kiana, while the total number of posts to which they mn be appointed is only about fifty. For the same reason the Governor of Shantung hax made a similar request to the Peking Government. Both of these memorials are now under consideration,
