President Taft has sent a noti-|™ fication to Russia that th United States will abrogate the Commercial Treaty. The President says that the United States Ambassador to St. Petersbarg, Mr. W. W. Rockhill, has been instructed to emphasize the great value attached by the United States Government to the strengthening of the cordiality and the historic relations between the two countries.
Senator Lodge presented a resolution approving President Taft's|\y' action.
