As regards the country districts, expecially thave remote from the centre, there are reports, probably trae. of lawlessness, fighting and bloodshed, An appeal was received to-day from the elders of Liuchow, in the north of Koangtang, pleading for itary assistance, to protect the loving and law-abiding people from the bands of robbers.
