London, Feb. 15.
It appears that Count Bernstorf, the German Ambassador, in his interview with Mr. Bryan, the United States Secretary of State, intimated that Germany would partly rescind her war zone decree, if Mr. Bryan insisted upon the cargo of the Wilhelmina being delivered in Hamburg. This failing, he threatened further frightfulness.
The direction of this frightfulness is indicated in a Copenhagen despatch which states that Germany contemplates scattering floating mines broadcast on a gigantic scale.
