The report comes from Spain that the gypsy chief there, Juan Sanchez Vargas, is endeavouring to work out a kind of Zionist scheme for the gypsies of the world. His proposal is to inaugurate a system of education throughout the race, and thereafter, if possible, to gather the scattered members together into some place where they can carry on 4 communal existence and formulate their own laws. Where, the question will present itself, are they to settle? It brings immediately to mind some of the earlier novels of that once popular writ S. R.
