Violence in the Settlement

To the Editor of the "NorrH-Cuina Datty News."

Sin,—You have suggested that the] j curfew regulations should be put into force again and the barbed wire replaced, in order to check the armed robbery and kidnapping that is so prevalent in the Settlement, but I consider that as these scourges have already grown to such dimensions and are likely to become even more serious far more stringent methods are needed and will have to by adopted if the evil is to be cheek would urge the followin 1. Make the carrying of arms without authorization from the Settlement or French Councils an offence punishable by the death penalty, The Nationalists have already a suggestion to this effect, T believe, 2 Institute far more search parties and stop blocks of pedestriang haphazard in the streets and search them, irrespective of sex. The women could be removed to the nearest police station and examined by women searchers.

3. All police sani out on special rounding up work or summoned to an emergency raid, ete,, to be pro-id with steel waistcoats. These can be bought at a fraction of the: price the police paid for those supplied by Widler, 4. Blockade the Bolshevik nest opposite the Astor House and search everyone going in and out and censor all letters sent and received.

Tt is quite safe to say that a very large number of the present outrages are instigated and paid for by the inmates of that notorious place, and such measures would probably be more effective than closing up, Which would simply mean that these people would move into Chinese quarters and carry on their vile work unmolested from thence.

Tt must be realized that we are up against the scum of China, backed by the scum of Bolshevik Russia, and ordinary methods such dealing with, and checking, what one may perhaps call ordinary and straightforward crime, fre -not sufficient. In other words, the situation demands that we should "treat em rough" and trust no time will be lost in doing I am, ete, Lex.
