Mr. T. V, Soong, Minister of Finance and acting president of the Executive Yuan, has prepared a Siveular appeal to the armed forces defending Jehol, assuring them of the. support a. sate nation:
urging them to fight for thee Couched in popular language the circular first refers to the eiteam= stances under which Japan carried her occupation of Manchuria on September 18, 1931, Taking advantage of China's preoceupa= tion with the anti-Red "campaign and the Yangtsze flood disaster, Japan seized the Three Eastern Provinces, the message says. Believ-in the new internatimal order, the Chinese Government appealed to the League for a pacific settlement of the dispute but the Japan ese refused to listen to reason and continue their course of aggression in China.
