To the Editor of the "Norra-Cutna Dairy News."
Six,—So, after all, you do take the view that there are certain conditions on which the surtax might be granted by Special Conference. You state definitely in your issue this morning that Mr. Rodney Gilbert's scheme provides possible conditions. Yet in your series of articles entitled the Foreigner's duty towards China" you say in part "There is nothing to be got by lending any more money to Peking, under any pretext and with whatsoever fancied control the wit of man could devise, but promises—we can buy them by the bushel."
In the same series you say "The policy of intervention in China open or camouflaged under a pitiful pretence of providing additional revenue to meet the needs of the Chiness Government,' is tod vast, complex and discouraging to be attempted,"
