Preliminary to Negotiations with Powers Nanking, Apr. 23.
The committee recently organized by the Ministry of Justice for the purpose of studying ways and means fo end the system of extraterritorial-Hty"in China, will start functioning early' next month, The committee Wall be composed of 14 members, including nine officials from the Ministry of Justice, one from the Judicial Yuan, one from the Ministry of Foreign Affairs, two legal experts, and a. Chairman. It is understood that Mr. Hung Loh-tung, Vice-'Minister of Justice, will be chairman.
The committee will address itself to the study of the circumstances Jeading to the abolition of extraterritorlality in Japan and Turkey, and the attitude of the various Powers towards China's plan to abolish the system in this country, in order that Negotiations may be initiated with the various countries individually Chekiai Agency.
