Moral Support Needed

It is understood that China finally decided to appeal to the League to fulfil her duties as a League member who, according to Article 11 of the Covenant, pledged to submit to the League all disputes likely to imperil international peace, and also obtain moral support.

It is not likely that the League will decide any sanctions against Japan, but Chinese circles here are confident that the League will admit thet Japan committed an aggression, and will thus prevent certain governments from declaring theme selves neutral and enforcing an arms embargo to both belligerents.

Such a measure, however, would be detrimental to China who is obliged to import armaments, while Japan would not be handicapped.

It is not yet known whether China will appeal to the League Council or to the Assembly, but a Chinese demarche is not likely before September 13, when the Assembly will meet, as the first days of the League Council will be devoted to Mediterranean problems.—Havas.
