The second regular session of the seventy-fifth Congress will not be held until January 3, 1938, and huge crops of farm staples and downward trend of prices in the late summer led President Roosevelt to call a special session at earlier date. His decision was confirmed by personal observations during a trip to northwestern farm states in late September and early October.
The Congress to meet to-morrow is overwhelmingly Democratic, consequently whatever political division may develop with respect to the farm programme will represent conflicting views of conservatives and liberals, or urban versus rural representa ti rather than a strictly partisan alignment. Congressional elections are to be held in the fall of 1938, however. wher one-third of the Senate and all of the House are up for election, and there will consequently be much manoeuvring for party favour.
