THE KEELUNG INCIDENT The Japanese and British Govern

ments are to be congratulated on the satisfactory agreement reached to consider the Keelung incident closed. There is no need to recapitulate the circumstances which led the British authorities to make a request for in~ vestigation of the treatment alleged to have been accorded to British sailors ashore at Keelung. The investigation has produced a graceful expression of regret from the Japanese Government and. thus anu happy disturbance of the good rel tions between the two nations has been remedied. Sir Robert Clive, who ig now coming to the end of his term 84 of office at Tokyo, will be particularly gratified that, this reconciliation has Been Teached. More especially on teneral grounds is it welcomed because, after having enthusiastically hailed the feat of the "Divine Wind,"

Great Britain at the moment is being honoured by the presence of Prince and Princess Chichibu, as the royal nests at Their Majesties' Coronation.
