The following Mandate was issued by the National Govern-

Kwangtung and Kwangsi, before his! departure from Swatow:—1. A personal apology from the Mayor of Swatow, 2. Dismissal of Hsueh Han-kwang and several other police oticers involved in the incident, A guarantee against the recur~ rence of similar incidents in' the future.
According to Mr. Ling. in the course the joint inquiry held at Swatow, Aoyama admitted "having assaulted two Chinese police officers who called to ask him to register his removal to a new house in accordance with police regulations.
