Dissatisfaction With Police

In connection with Monday's bom outrage, dissatisfaction with the n sults shown by the Shanghai Municipal Police in its search for clandestinely held arms was expressed by a Japanese Embassy spokesman at a press conference yesterday morning.

"As has been stated before," the official declared, "the Japanese authorities believe that a restoration of normal conditions in Shanghai is essential to the welfare of the community.

"As a pre-requisite to this, the elimination of arms now being illegally held within the Settlement is deemed by them to be essential.

"The Shanghai Municipal Council has issued a proclamation making a punishable offence the failure to surrender or to register arms now being held clandestinely.

"In addition a search for arms was carried out with the assistance of the Shanghai Volunteer Corps. For some reason unknown to the Japanese authorities, this practice was not continued, "In the light of Monday's incident, as well as in view of the constant threat of armed bandit gangs in the Settlement, the Japanese authorities feel that the efforts of the Shanghai Municipal Police in that direction should be continued," the spokesman declared.
