M. Blum Tells Why

HE RESIGNED

International Tension As Major Cause Hinted:

Bordeaux, July 4.

His government resigned because of the grave international situation, said M. Leon Blum, at present vice-Premier without portfolio in the Chautemps Cabinet, in a speech at a Socialist meeting here this afternoon.

When the dramatic debate on the Plenary ¡Powers Bill began in the Chamber of Deputies on June 20, alarming. news, he declared, was received from Rome, London pud) Berlin. The Leipzig incident occasioned a diplomatic crisis, the consequence of which it was difficult to guage.

It was impossible, M. Blum continued, not to realize that France could not throw all her weight into the scale at such a critical moment if she were engaged in a political conflict, prolonged, perhaps, by social conflicts.

"One asked," he added, "whether expectation of internal difficulties did not have a share in the development of the situation, This was enough to make us take the decision to resign."—Reuter.
