'OLDING China "entirely responsible' for aggravation of the situation in Shanghai, the Government this morning this announced that it has decided to start "vigorous negotiations" with the Nanking Government: The objective of the pourparlers, the Cabinet's announcement said, is to make China abandon her "pro-altitude, with a view to preventing new complications. "Full measures" will also be taken by the Government, according' to the statement, to protect Japanese residents in Shanghai The announcement was made by Me, Akira Kaomi, Secretary-Genzai of the Cabinet, immediately following an emergency meeting of the Cabinet, convoked to discuss the Tetest developments in China.
