Prospective Candidate For S.M.P. Post "Be True to Your Duty" Is Motto of Mr. Akagi

Tokyo, Apr. 9.

Mr. Chikayuki Akagi, tentatively selected by the Government yesterday for service as Special Deputy Commissioner of the Shanghai Mun cipal Police, today told Domei his motto is "be true to your duty."

His experience in Shanghai, where he was in charge of police affairs of the Consulate-General for five years should serve him in good stead, Mr. Akagi said.

Mr. Akagi's present post is Chief of the Document Section of the Overseas Affairs Ministry. Prior to t pointment, he served as Chief of Police of the Kochi Prefectural Government.—Domei, Washington, Apr. 9. Confirmation that the Administration was discussing a new public works programme, reported to involve an expenditure of $1,500,000,000, was given by President Roosevelt at a press conference yesterday Developments indicate that the Administration is about to yield to the New Deal faction, which has long clamoured for a resumption of large-scale Government spending to revive business.

So far President Roosevelt has been very reluctant to resume such heavy Government spending, hoping for a natural upward swing in busi-Less. With the outlook so unpromising, however, those interests which have been advocating pump priming seem to be in the ascendant.

Apart from public works, the new programme is said to include an increase in the relief appropriation of 151,000,000,000 to at least $1,500,000,- 000, and a broadening of the lending powers of the Reconstruction Finance Corporation, which has available for loans a maximum of $1.500,000,000.
