Litvinoff warned his hearers that international conferences were sometimes useful to an aggressor. especially if they were protracted.
They were apt to concern themselves principally with the maintenance of their own existence, with procuring moral satisfaction for the sponsors of the conferences, and with their own superficial successes, which did not always coincide with successes for the cause.
M. Litvinoff said he was confident that the present conference would pursue the aim of restoring peace in the Far East and establishing just peace, which would not untie but bind the hands of aggressors also for the future and in other parts of the world.
