Emergency Committee

the detailed work of the various hergency committees cannot adely be summarized, The Supplies d Fuel Sub-Committee, consisting Messrs, R. Calder-Marshall (Chairman), A. Eveleigh, L. W. Hutton, G. Parker, T. Urabe, E, F. Watts, and nental representatives, devoted mitting attention to the essential task of securing adequate supplies of food for the civilian population and for both industrial end private ürposes. The task of the Committee complicated by the difficulty of ving supplies from the areas h of the Soochow Creek. As of note there should be men-the Council's decision, taken on 15, to import a quantity of rice reserve stock of this essential of foods, This decision d amply justified during those sks in November when Shangha:

One incident of the-hostilities requires special mention inasmuch as its outcome presented an unusual pr blem to the Council, After a lo resistance in a godown in North Soochow Road, a battalion of Chinese troops, which became known in the press as ihe "Lone Battalion," was permitted to enter the Settlement and was disarmed by British troops. The Council undertook the task of interning those who had entered the Settlement until the close of the hostilities.

The activities of the various public utility companies are summarized elsewhere, but it should here be stated that all the companies cooperated to the utmost with the Council throughout the emergency period. Of particular and permanent interest in this regard is the scheme that was prepared for an emergency water supply in the event of a possible interruption of the normal supply given by the Shanghai Waterworks Company. The work done under the general direction of Mr. C. D. Pearson, Engineer-in-Chief and General Manager of the Shanghai Waterworks Company Ltd. and a number of qualified engineers who gave their services voluntarily, is of permanent value and will be ready for immediate use in the event of any emergency arising in the future.

By the middle of November fighting had come to an end in the Shanghai area, major hostilities having lasted ior approximately three months.

The withdrawal of Chinese tree from the Shanghai area and the. military occupation of the surrounding territory by Japanese forces again produced new problems for which a solution had to be found by common-sense and adjustment to realities. While preserving its neutrality as before, the Council ce-operated with the Japanese authorities in meeting the changed situation, On December 3, at 11 a.m., despite representations as to the risk involved and the strain that would be placed upon the Municipal Police, a mixed column of Japanese military units [carried out a route march through the Settlement over a route which commenced at Brenan Road and ended at Jukong Road, where the column entered Chapei. Nothing was left undone which could have been done to prevent an incident and the thorough! ness of the police arrangements excited general admiration, but a hand grenade was thrown by an unknown person, apparently Chinese, who broke through the police cordon at a point on -Kwangse Road about 30 yards south of Nanking Road. Three Japanese soldiers and three members of the Municipal Police sustained injuries, A Chinese police constable shot the thrower of the grenade. A number of Japanese troops remained behind end were not withdrawn until
