Premier Pledges Greater Discretion

Tokyo, Jan. 24.

LI Cabinet Ministers, with the exception of the Premier and the Foreign Minister, should refrain from discussing Japan's diplomatic relations in order io preclude unfavourable criticism. "This suggestion was made to-day by Mr. Junzo Kosaka, the utilities magnate and a member of the Minseito Party, in a pointed interpellation in the House of Peers. it was greeted with lusty applause by the proverbially "well-behaved" members of the House who seldom cheer during speeches or debates.

Mr. Kosaka stressed thai the public should maintain silence because of the "current grave situation." He urged that the government listen to the "silent voice" of the nation in an effort to conduct national policies along the lines desired by the nation, and io take a cautious attitude in the personnel of the administration.
