Not Serious

The Japanese successes along the Peiping-Hankow railway and in Shansi province are not regarded as serious blows to China, it being pointed out that the Hankow railway is only being defended by second-class Shansi troops in order to afford the first line divisions an opportunity for rest, While Shansi province has always been regarded as more or less of a reserved district for guerilla warfare. The policy there is to force the enemy to throw his entire forces into the fighting in order to break through the front lines, but then to give way and begin guerilla tactics in order to harass the already weakened enemy detachments.
