'The Japanese Residents' Corporation in Shanghai which is now busily canvassing the problem of selecting @ President has an interesting history behind it, Tt came into existence in 1906 and is duly reg-{istered under Japanese Jaw. For the Japanese community it performs various useful functions, such as conducting negotiations on behalf of thut community with the Shanghai Municipal Council and the Chinese authorities, In that capacity it may deal with questions affecting its constituents as a whole or it may investigate and, if necessary, make representations on cases affecting individual Japanese citizens, It. dis charges other beneficent duties in providing support to Japanese stitutions n Shanghai, such og hospitals and schools, To' carry out this work the Corporation under Japanese Law is entitled to collect revenue from its community on a duly prescribed basis, This also enables it to create machinery for electoral purposes. The committee of the Corporation is composed of forty members, In election of whom the [contributors to its revenue are entitled to vote. Recent liveliness in discussion of the Corporation's affaire has arisen out of the question of appointing a salaried President. Tt is understood that the figure now accepted by the Corporation is one ranging from $7,000 to $18,000 per annum with an allowance for quarters to the value of from $1,890 to $3,000. A Vice-President is "to aid a salary of from $5,000 to $7,000 with allowance for quarters fixed at maximum of $1,800. There have been suggestions that the presidential salary should be higher than the figure named, but so far this proposal not found favour with the major Next weak an, emergency meeting of the community will consider the election of a president. The necessary permission has been obtain-from the Japanese Consul-General, There is said to be a strong division of opinion and a clash between the representatives of the rival schools of thought is expected to produce a lively debate.
