IHE United States War Dep tment has tentatively drawn plans for the establishment of powerful military and naval air bases in the Philippines if the granting of independence is delayed, it was learned from authoritative- Government! circles today.
Strategic experts in a confidential report to President Roosevelt unanimously favoured air bases which would be among the world's most powerful and modern if the independence of the Philippines were postponed beyond 1946, it was understood.
