To the Editor of the "Nonrn-Cunwa Datty News"

Sm—In 1938, the Shanghai public was greatly concerned about the question of the public rickshaws, and in 1034 after the publication of the Massey Report a great volume of protests were sent to the Shanghai Municipal Council. Unfortunately the progress, in reform made thus far has not been great, as the vehicles are still in a poor condition and the condition of the puller is genuinely deplorable. As two years have now elapsed, it Seems necessary for the community to state common justice demands more be done for the coolie than has been done. Accordingly the undersigned wish to make three comments at this time:—

(a) We commend the—Shanghat Municipal Council for reducing the rental to 77 cents, as from April Ist. (b) We trust that this reduction will be firmly enforced. (e) We express the hope that a further reduction may be made next year.
