Civilians in Cabinet are Browbeaten Tokyo, Sept. 26.
Military and naval leaders to-day yested on their Taurels after having brow beaten the Cabinet into acceyting three conditions designed to seltte the Minobe issue.
'These stipulations, agreed. to. by the civilian' Ministers at a meetin, yesterday, are the issue of a "final" statement clarifying the Government's stand on' Nippon's national polity and the steps which it will {eke to suppress unorthodox theories; publication of a communique explaining why Dr. Minobe was aot prosecuted by the judicial authori-Heg on a charge that his writings {infringed upon the prestige of tne Lnperial family; and the removal of all officials and educationalists. who, et any. time, advocated the "organ theory."
Acquiescence of the Premier to. these conditions was regarded by informed observers as a wholesale retreat of the civilian element before the pressure exercised by the Min: s-jets of War and Navy.
Cabinet Threatened While Government spokesmen and apologists declared that the accept-hee of these conditions in no way ftfected the Cabinet, neutral commentators pointed out that it repre: sented but another concession by the Government to the military in connection with the issue, which, from fa debate in the House' of Peers, has Brown into an Issue threatening the very existence of the Okada administration, Army spokesmen to-day said their altitude was one of "walt and sec" to give the Government a chance fo "show its sincerity" in carrying, out the pledges made yesterday. Should the Cabinet fail in its promises, they Indicated, the military attitude will further stiffen, as strong, elements favour a complete, solution of the whole "polity issue" at this time.—Rengo,
