Claims Conflict in Raids on City

ESCRIBING Nanking as the principal base of Chinese military operations, Admiral K. Hasegawa, commander of the Japanese Third Fleet, yesterday issued a warning to all foreign nationals that China's capital will be bombed after noon on September 21, and urging them to take precautions for their personal safety. The warning, dated yesterday, was communicated to the consuls of foreign powers in Shanghai.

"The safety of the lives and property of nationals of friendly powers will be taken into full consideration during the projected offensive," his warning stated.

He urged foreign nationals to move-to areas of greater safety, however. Foreign warships and other foreign vessels were advised to moor up-stream from Hsian-shan, the warning concluded.
