"In their view, such an agreement would not only make an important contribution to the improvement of the political situation, but once such a withdrawal has been effected the question of recognition of certain conditions of belligerent rights to the two parties should be capable of solution, "It is the earnest desire of the two Governments that these conversations, to which they attach the utmost importance, should be held at the earliest possible moment."—Wireless through Reuter.
German Comment On Italy's Reply Berlin, Oct. 10.
Commenting on Italy's reply to the Anglo-French invitation to participate in the tripartite conference on the question of the withdrawal of the volunteers from Spain, the semiofficial "Deutsche Diplomatische Korrespondenz" writes that nobody can contest the correctness and objectivity of the Italian note.
The latter rigidly stresses, according to the "Korrespondenz," that the treatment of this problem has been expressly reserved for the Non-Intervention Committee, The "Kor-respondent" denies the right of England and France to reach decisions in this matter in the course of a conference in which Italy would be isolated from the start, That the question of volunteers should have arisen is in the view of the German semi-official organ not imputable to Italy but to those Powers who "in the name of the rights of men claim the right for every individual to take part in the Spanish civil war".
The "Korrespondenz" goes on to say that under the existing circum stances a withdrawal of the volunteers would prove impossible without the ce-operation of both warring parties and concludes that the only hope of finding a solution lies in submitting the whole question to the Non-Intervention Committee—on which all powers interested are represented.—Trans-Ocean.
