There is much speculation in the Japünese newspapers regarding the probable decisions of the Imperial Conference.
Recognizing that peace negotiations are hopeless, the newspapers declare, the Government has probably decided to exterminate General Chiang Kaishek, accord recognition to the new "Provisional Government" in Peiping, withdraw Mr.. S. Kawagoe, the Japanese Ambassador to China, and appoint Mr. Masayuki Tani, formerly inister to Austria, as high political adviser to the Peiping regime.
It is hardly likely, however, the newspapers add, that other Powers ill extend de jure recognition immediately to the new administration in North China, The newspapers to-day also feature the apparent growth of terrorism in Shanghai.
