US. Representatives Open Debate on Naval Bill

Mr. Carl Vinson Urges Passage to "Answer Dictators in Their Own Language"

Washington, Feb. 21. PENING debate in the House of Representatives on the Vinson Naval Base Bill which includes authorization for the fortification of Guam Island, Mr. Carl Vinson, Democrat of Georgia and and author of the bill, said it was time for the United States to answer dictators "in their own language."

"The world might as well know that the United States is not going to submit to being destroyed with other unprepared Democracies," Mr. Vinson said in urging approval of his bill.

"Every meeting thus far with the dictators has meant unequivocal surrender.

Peace on terms of the dictators is a Carthaginian peace."

Mr. Vinson strongly urged approval of the bill, including the proposal for the fortification of Guam Island, only 1,200 miles from Japan.

He said he understood the Navy had no immediate plans for fortifying the island, but that it would be an invaluable base in case of aggression against the United States by a hostile Far Eastern Power.
