On January there were 5,820 prisoners in this Section of the Gaol and this figure gradually increased until on July 9 it stood at 6212 vhich figure remained fairly steady until August when it commenced io decline. On August 22, when certain prisoners were evacuated from the Grol and released due to the Sino-Japanese hostilities, the figure stood at 6064. On December 31, there were: 5202 prisoners. The highest number recorded during the year was 6212 on July 9 and the lowest 4,674 on October 67 prisoners were transferred from the Municipal Goal to the Chinese prison at Pao Shing Ching during the course of the year and seven to other Chinese prisons.
Prisoners released under the Amnesty Law, promulgated by the National Government on June
released, making a total of 2,957. Of this number 1138 have been rearrested.
The release of prisoners under the regulations governing Conditional Release was continued. During the year the cases of 1,044 prisoners were examined by the Gaol Authorities out of which 393 were recommended and 57 finally released under these regulations. - In addition to these 32 prisoners recommended during 1936 were released, This makes a total of 89 prisoners released under the Conditional Release system during the year.
Of his number 14 have failed to observe the conditions of their release and warrants have—been issued for their re-arrest. Seventeen have completed there period of Conditional Release and are no longer under Police surveillance. Twelve have been re-arrested and sentenced to further terms of imprisonment in addition to which they must serve the unexpired portion of their Conditional Release.
The total number of releases under the Conditional Release system is now 535, On 19-12-36 the National Government promulgated Rules and Regulations for Relesse on Bail for Employment in order lieve congestion in the prisons throughout the Country for a period of six months.
