The jehairman, in proposing the toast of the guest of honour, spoke of the long and honourable service of Sir Herbert during the approximfle 42 years he had served in China, and spoke of him asa man who, when he took an interest in anything, made it an interest in which he actually participated. In congratulating him "on his record, he expressed the opinion that when he reached Britain, Sir Herbert, following his usual course of action would find some: niche where his ability and activity' would be of service, Sir Herbert, in reply, paid tribute to the manner in which the British had consistently support-work, and spoke of the last two years as a period of intense and thrilling interest in. which the consular service was either getting people out of trouble or advising others how they could avoid it.
