Japanese Inspiration Seen

Commenting on the reported telegram, Chinese quarters observe that there is little doubt that Mr, Wang Ching-wei must have received the previous consent of the Japanese authorities to address his appeal personally to General Chiang Kai-shek.

Japanese have repeatedly stated Therefore, they state, while they will not deal direct with the Chungking Government, Tealise the hopelessness of settling Sino-Japanese issues without dealing direct with Chungking, they are apparently trying to contact Chungking through Mr. Wang Ching-wei.

Tt is further asserted that Mr. Wang plainly admitted his inability to settle Sino-Japanese issues when he said: "If you reject my proposal, I shall be compelled to start with a local peace."

Chinese circles here generally do not attach importance to the telegram.—Reuter.
