"Washington, Dec. 25.
Japan's attitude towards the United States will result in quick defeat of the Ludlow War Referendum Resolution, it was predicted today by Mr. Sam D. McReynolds, Democrat of Tennessee. Chairman of the House Foreign Affairs Committee.
"Those Japanese have got the impression that regardless of what we do or say diplomatically, the American people under no circumstances would use force to see their rights maintained," Mr. McReynolds said.
"Completion of the Ludlow Resolution would hamper the State Department's dealings with Japan and would slow up a declaration of war if it became necessary. I am sure that many House members who signed the resolution in the first place never gave it serious thought or consideration, but will do so before the final vote is taken."
Various radio broadcasts and interview have emphasized the serious objections to the measure, he said.
"It would be very difficult for this country to have a real referendum because the country is filled with nationals of every group. It goes without saying that it would destroy the Doctrine in Latin America.
being true and with the disturbed conditions in Mexico repre senting Communist and Fascist ideas, what kind of a position would we be in if a foreign country secured a position in our closest neighbour and we were unable to defend ourselves?"
