Regulations Announced

"In order to put their decision into practice the Japanese naval authorities have issued an announcement of simple regulations, and in view of the fact that the regulations include certain limitations due to defence requirements, it may not be necessary to give any explanation of the rules relating to guns, gunpowder and the like.

"The Japanese naval authorities will also take measures for the return to the areas concerned of those Chinese who are the owners of such houses and factories. I wish to call attention to the fact that in cases of breach of the regulations the goods concerned and the things used in their transportation shall be confiscated if the respective circumstances warrant it.

"As is provided in Article 3 of the regulations the Japanese authorities are to inspect the goods to be moved out of in, if necessary, for the prevention of violations of the regulations. Those who transport goods are advised to take measures in such cases to facilitate inspection by arranging to have the coverings of trucks easily removable and similar actions."
