Future Policies Forecast by Tokyo Paper Tokyo, Jan. 9, Mr, Tatsuo Kawai, formerly Japanese Consul-General in Shanghai and at present Director of the Information and Intelligence section of the Foreign Office, who has just left Shanghai, is reported to have conferred there with the Japanese Ambassador and the local Japanese army and navy authorities, and to have gathered data and opinions on what the Japanese Governments policy should be concerning the recognition of the numerous new regimes which are being set up in China under Japanese auspices, In this connection the "Miyako Shimbun" forecasts that Japan's policies will develop along the following lines:
1.—No formal repudiation of the Chiang Kai-shek regime will be proclaimed diplomatically, but substantial steps to that end will be taken, such as withdrawal of the Japanese Embassy from Nanking and inauguration of active support of a new regime which will be founded to succeed the old.
Hitherto the Japanese Foreign Office has taken no special measures in regard to "the relegation of the Chiang Kai-shek regime to the status of a local government" but the development of the new provisional rule in North China, similar movements in Kiangsu and other similar activities in China are considered to necessitate appropriate steps on the part of the Japanese diplomatic service in order to "greet the dawn of a new Asia."
